What can UKOPA provide to Landowners, Farmers and Tenants

UKOPA members can provide information on cross country pipelines which are routed on 3rd party land, in order to assist compliance with the Pipelines Safety Regulations. In relation to major accident hazard pipelines (MAHPs) Regulation 15 states “No person shall cause such damage to a pipeline as may give rise to a danger to persons”. In this connection, UKOPA members will:

  • Remind landowners and farmers on a regular basis regarding the existence of the pipelines and their location. This will be done by visits, posted communication or a combination of both.
  • Provide detailed information on the route, including on site visits to verify the position of and mark the precise location of the pipeline in advance of any work which could pose a threat to the integrity of the pipeline. Examples of such work include drainage, ditch clearing and deepening, formation of accesses or crossing points, and any development work planned.

Why Is UKOPA providing information to Landowners and Farmers

UKOPA analysis of pipeline ‘near miss’ and damage data prepared by the Infringement Working Group (IWG) indicates that a significant number of incidents with the potential to cause damage to pipelines occur on agricultural land. UKOPA members will provide information and onsite support free of charge in order to reduce the possibility of damage to pipelines or injury to anyone carrying out works.

All landowners and farmers are encouraged to make contact with the pipeline operator if they have plans to undertake any work close to the pipeline, which would not be classed as normal agricultural activity or about which they have any concerns such as deep ploughing. In addition, UKOPA members will maintain the route of the pipeline and ensure pipeline markers are in place and in good condition.
